Since this is an opportunity to ask questions, unless you want to answer this in-story*: What is the (legal?) status of Unit-M, rather military, police, or special forces?

(And with this, I'm off of the internet for at least one week.)

The team's status will certainly be clarified in-story, but it won't ruin anything for me to answer this as an FAQ.
